This website has been authorized by the Palm Beach County MS4 NPDES (PBC NPDES) Steering Committee as a resource for all permittees within the county. It is intended that this site will provide the permittee with helpful information on understanding and complying with the requirements of the MS4 NPDES permit.
 
   
 

What is a Stormwater Management Program (SWMP)?

A SWMP is each permittee’s program for carrying out the requirements of the MS4 NPDES permit. FDEP required that a copy of each permittee’s SWMP be submitted along with the Cycle 3, 3rd Year Annual Report. Having the documents on file assists FDEP in responding to inquiries from the EPA.

In June 2012, FDEP reminded everyone of the importance of having an up-to-date SWMP that is consistent with the requirements set forth in 40 CFR 122.26.(d)(2)(iv), on pages 175-177 of the Federal Register.

Your SWMP should include:

  • A copy of each written SOP, including relevant inspection checklists, documentation methods, and tracking methods
  • Reference or copies of your supporting legal authority (your relevant ordinances)
  • An outfall map with contributing areas
  • MS4 inventory
  • A copy of any inter-local agreements, if other entities perform activities on your behalf (e.g., with NPBCID for the joint programs)
  • Other pertinent information on how each component of the permit is being implemented, including how activities are documented and tracked.
