Written Procedures, Practices, or Plans (SOPs)
The third term MS4 NPDES permit includes requirements for a number of written procedures, practices and/or plans. In many cases, the steering committee staff has developed a template/example for use by the permittees in developing their own individualized documents. Below is a list of the required written procedures, practices, and/or plans. Click on the item to review/download a template, if one is available.
- Procedures for Structural Control Inspections/Maintenance (Program 1)
- Program for Litter Control (for public streets, roads & highways) (Program 3)

- Practices for reducing pollutants from areas associated with road repair & maintenance (Program 3)
- Practices for minimizing pollutants from MS4-owned or operated equipment yards and maintenance shops (Program 3)
- Procedures for inspections of and pollution control measures used at: Operating municipal landfills, municipal waste transfer stations, municipal waste fleet maintenance facilities, and any other municipal waste TSD facilities.(Program 5)
- Procedures for minimizing the use of PHFs on public property & how the materials are applied, stored and mixed. (Program 6)
- Procedures for Illicit Discharge and Improper Disposal Inspection, Detection, and Elimination Program (Program 7c)
- Plan for training on illicit discharge identification and reporting (Program 7c)
- Plan for public education covering pesticides, herbicides, and fertilizers; illicit discharges and improper disposal of materials; proper use and disposal of used motor vehicles fluids, leftover hazardous household products, and lead acid batteries. (Programs 6, 7.e, and 7.f.)
- Plan for annual training on covering illicit discharges, spill prevention, and erosion and sedimentation control BMPs (Program 7c, 7d and 9c)
- Procedures for spill prevention/spill response (Program 7d)

- Procedures to reduce or eliminate sanitary wastewater contamination into the MS4 (Program 7g)
- Procedures for proactive high risk facility inspections in commercial and industrial areas discharging to the MS4 (Program 8a)
- Procedures for pre-construction site plan reviews, notifying all new development/redevelopment applicants of possible need to obtain ERP and CGP coverage (Program 9a)
- Procedure for inspection of construction sites (both MS4 and private) discharging to the MS4 (Program 9b)
- Plan for training on stormwater management, erosion and sedimentation controls (construction site plan reviewers, site inspectors and site operators) (Program 9c)
